A decentralized system connecting on and offline practices of publishing, broadcasting, archiving, promotion, catalogueing, research and (cultural) production.

How can move from
Decentralizing the archive and making its material live. Material transformed, annnotated...
Its very important institution to own for their infrastructure. Problems of right, privacy, workflow. States are trying to harmonize their institutions software. It raises many problems: first it is hgly centralized: every client has to follow the official thesaurus.
An other point is for user to know their right: what the may do what that may not. Not only a matter of licenses.
The language of sharing: comparision of the sovietic nomenclature, and the Dewey one -> classified ideologies. The vocabulary itself express ideological orientations. The bottom-up raises other problems: everything is flaraises other problems: everything is flat. Finding an in between that would allow people to choose if they ant to harmnize their taxonomies.
A piece Surronding material gives contet and meaning. It is necessery to take this material in account. Eg. Archiving a painting is not only a pictorial representation of it.
